From The Prime Minister
Their Excellencies the Presidents and Prime Ministers of the United States of America, France, United Kingdom, Indonesia, Canada, Poland and Hungary,
His Excellency the General Secretary of the United Nations,
Excellencies,
On behalf of the De Jure Government of the Republic of Vietnam and the Movement for the Self-Determination of the Vietnamese People, I am pleased to send you a letter I sent to the president and the politburo of the Vietnamese Communist Party (VCP), faithfully relaying the deep aspiration of the vast majority of the Vietnamese people to freedom and democracy, that they have been deprived since the invasion of South Vietnam in 1975 by the communists of North Vietnam, in flagrant violation of the Paris Peace Agreements of 1973.
Our proposal to the VCP, currently holding power in Vietnam, aims to resolve-in an amicable, democratic way, in accordance with international law, represented in this case, the right to self-determination of the Vietnamese people-the internal conflict that has worsened day after day between the population and the dictatorial regime who used brutal repressive measures. You have certainly heard reports of those abuses along with countless other human rights violations from your officials currently assigned in Hanoi.
We believe the outcome we wish for Vietnam would significantly contribute to the defense of Southeast Asia. Vietnam, currently communist and dominated by China, would become a valuable ally to other countries in the region once democratized, because it shares the same democratic values and the same concern about Chinese expansionism.
By informing you of the steps we have proposed to the politburo of the VCP, we urge you support our initiative with the government of the Socialist Republic of Vietnam, recently placed under the leadership of Mr. Nguyen Phu Trong, as both president of the country and general secretary of the VCP.
We firmly believe that as leaders of the democratic nations signatories of the Paris Peace Agreement of 1973 and of its Final Act, and the General Secretary of the United Nations whose predecessor was the official witness and guarantor of the signing, you have more than any others the legitimacy and the responsibility to exercise your influence and authority on the current government of the Socialist Republic of Vietnam, formerly known as the Democratic Republic of Vietnam (North), who was a signatory with our predecessor, the Republic of Vietnam (South), to agree to start the process of democratization that we proposed them and that we have attached hereby for your review.
On behalf of the Vietnamese people, please accept, Excellencies our deepest gratitude for the democracy, freedom and the sacred right to self-determination that your intervention should help us recover, to allow us to efficiently defend our sovereignty, independence and territorial integrity.
